A state grand jury has decided not to file criminal charges in a fatal Jersey City police-involved shooting case that has been under state review for months.
The New Jersey Attorney General's Office said the grand jury finished deliberations on Monday, August 10, 2026 and returned a no bill in the death of Teshawn Rogers, 27, of Jersey City. Rogers died on October 21, 2025 during an encounter with Jersey City police officers, according to the Office of Public Integrity and Accountability, or OPIA.

According to the Attorney General's Office, members of the Jersey City Police Department's Street Crimes Unit encountered Rogers near Bergen and Virginia avenues shortly after 1 a.m. on October 21, 2025. OPIA said two officers in an unmarked vehicle pulled ahead of Rogers as he walked northbound on Bergen Avenue, and Rogers immediately discharged a firearm and ran southbound. The officers in that first vehicle did not fire their weapons, according to the investigation.
OPIA said a second police vehicle then pulled to the side of the road as Rogers ran southbound. Officer Lance Jackson exited from the passenger side of that vehicle and discharged his weapon, striking Rogers, according to the Attorney General's Office. Officials said emergency medical aid was provided before Rogers was taken to a hospital, where he was pronounced dead at about 1:44 a.m. A firearm was recovered at the scene, OPIA said.
What happens next is not a criminal case against the officers. The Attorney General's Office said OPIA will now decide whether any officer should be referred to the appropriate law-enforcement agency for administrative review under the state's internal affairs policy.
