Authorities allege he:

The devices were recovered on March 26 after FBI agents executed a search warrant. Officials confirmed the presence of ethanol.
Heifler is also believed to have a background in computer science and machine learning, though authorities have not formally detailed his professional history.
He is charged with unlawful possession and manufacturing of destructive devices.
Officials say there is no ongoing threat to the public.
