State Releases Video, Identifies Man Killed In Jersey City Police Shooting

The New Jersey Attorney General’s Office has released audio and video footage from a fatal police-involved shooting that occurred in Jersey City last fall, along with the identities of the civilian who was killed and the officer who fired the fatal shot.

According to officials, the incident happened shortly after 1 a.m. on October 21, 2025, near Bergen Avenue and Virginia Avenue.

The decedent has been identified as Teshawn Rogers, 27, of Jersey City.

The Attorney General’s Office of Public Integrity and Accountability (OPIA) said members of the Jersey City Police Department Street Crimes Unit — a plainclothes unit operating in unmarked vehicles — encountered Rogers as he was walking northbound on Bergen Avenue.

Investigators say two officers in the first unmarked vehicle pulled to the side of the road ahead of Rogers. At that point, authorities allege Rogers discharged a firearm and ran southbound. The officers in that first vehicle did not fire their weapons.

A second unmarked police vehicle then pulled over. Officer Lance Jackson exited the passenger side and discharged his weapon, striking Rogers.

Emergency medical aid was rendered at the scene before Rogers was transported to a hospital, where he was pronounced dead at approximately 1:44 a.m. A firearm was recovered at the scene, according to investigators.

OPIA released:

  • Three body-worn camera videos
  • Two surveillance videos, one of which contains audio

Officials said Rogers’ family was given an opportunity to review the recordings prior to their public release, in line with statewide transparency policies implemented in 2019.

The fatal encounter remains under active investigation by OPIA. No determination has been made regarding potential criminal charges or policy violations at this time.

The Attorney General’s Office said the release of the footage is intended to promote transparency and public accountability while the investigation continues.
